As you are retreating with all foreigners to your gunboats, and have requested me to send our troops to the Concession and to maintain order for the sake of general peace, and as in duty bound, we cannot but agree. I must ask that you will warn all omers that they should leave a man to look after all things in the houses. Should anyone enter any house without authority, it should be reported to the authorities of the locality so that the offender may be dealt with. Previously to taking up our duty of maintaining order in the Concession, we should not be responsible for anything." This reply was taken to the British gun-boat by my secretary Mr. Fan Yung, and arrangements were then made. The British Concession was formally taken over by us at 4.30 p.m. on that day, and the 3rd Company of my troops under the Command of Lung Hin was sent to a station in the Concession to afford protection.
